Constitutional Grants

FUNDING FOR THE CONSTITUTIONAL GRANTS PSG/DSG

The constitutional grants were emanated by from the following Organic Laws:

Section 95 (B) of OLPLLGA

PROVINCIAL SUPPORT GRANTS (PSG)

Discretionary funds

       K250, 000

•       Minor projects nominated at the Discretion of the Governor

Non-Discretionary Funds

       K250, 000.00

•       Projects nominated by the Provincial Planning & Budget Priority Committee (JPP/BPC)

Each Governor receives K500, 000 annually after acquittal of previous year’s spending is submitted in the first quarter.

Section 95(A) of OLPLLGA

DISTRICT SUPPORT GRANTS (DSG)

Discretion funds

       K250, 000

•       Minor projects nominated at the Discretion of the Open Member.

Non-Discretionary Funds

       K250, 000.00

•       Projects nominated by the Joint District Planning & Budget Priority Committee (JDP/BPC)

•       Funding can complement DSIP

Each MP receives K500, 000 annually after acquittal of previous year’s spending is submitted in the first quarter.

                                               Purpose of Discretionary Component – PSG & DSG

•       Under the Organic Law on Provincial & Local Level Government Act Section  95(B):

•       A Member of Parliament, in the case of a Governor is mandated to receive Provincial Support Grant (PSG) and an Open Member receives District Support Grant (DSG)

•       These funds are to support the Member of Parliament to assist his electorate/province especially with church, women, youth, sports groups, NGOs, community development groups or small groups within the community.

•       Member uses his discretion to assist in health, education, economic, agriculture or small projects for the community.

PURPOSE OF THE NON-DISCRETIONARY FUNDS

a)   Social and Administration infrastructure

•       Maintenance & construction of schools, health centers, and office buildings

b)   Land and other Physical Infrastructure Development

•       Maintenance of roads, bridges, airstrips, etc.

c)   Economic activities, such as;

     (i)  Agriculture infrastructure

     (ii)  Self employment and income generating activities

RESTRICTIONS TO THE PSG & DSG FUNDS

PSG and DSG Funds must not be allocated to the following:

•       ILLEGAL OR IMMORAL ACTIVITIES

•       PAYMENT OF BRIDE PRICE

•       PERSONAL EXPENSES, SUCH AS HOUSEHOLD FURNITURE/ EQUIPMENT, TRAVEL FARES, ENTERTAINMENT AND RELATED EXPENSES

•       ANY BUSINESSES FULLY OR PART OWNED BY THE MEMBER

•       BUYING SHARES IN BROKERS FOR INDIVIDUAL MEMBERS
